A circular menu with sub menus – CSS

This interesting circular menu adds a sub menu level of smaller icons in a circular pattern within the top level circle. You can also add a simple description for each icon.

    I would love to learn how to create a circular menu, but I can’t find any helpful info on this. I only see the same one online and I do not understand what to do with the code they give. I am working with Adobe CS4 Web Standard (mostly use Dreamweaver). Can anyone help me??? Pleaseeeeee
